But Ottawa feared this unity and resisted his plan for such a territory. Instead, they divided bands, pressed individual chiefs to sign, and withheld rations to force his hand. After the first treaties were signed, Big Bear held back from the Treaty 6 negotiations. He deliberately went on a mission of inquiry, traveling to the communities of the Treaty 1 through 5 signers to see what had actually happened after they agreed.
