Structural adjustment programs, rooted in neoliberal economic theory, serve as the pillars of neocolonialism by enforcing economic reforms that prioritize the interests of the global bourgeoisie, or the bourgeoisie of specific nations. They compel developing nations to implement market-oriented reforms, privatize key industries, and cut public spending. Workers rights are often eliminated, and conditions for the average person become dire. This all results in increased vulnerability and dependence on external actors (including NGOs (non-governmental organizations)). SAPs, ostensibly designed to address issues of economic “development,” actually serve to exploit the material conditions of the Global South. Moreover, the material conditions created by SAPs contribute to social unrest and resistance, as marginalized communities bear the brunt of austerity measures. This typically leads to brutal police crackdowns and oftentimes (especially in Latin America) the use of death squads to shut down strikes, protests, etc. The exploitation of cheap labor and natural resources persists, reinforcing the neocolonial relationship where the core nations benefit at the expense of the periphery.
