It called on Turk to take a “clear and public position,” adding, “Failing to denounce an unfolding genocide undermines the credibility of the UN and the human rights system itself.” The letter referenced the international body’s perceived moral failure during the 1994 Rwandan genocide, which claimed more than 1 million lives. Israel’s Foreign Ministry responded by saying it does not comment on letters from internal UN employees, “even if they are false, baseless, and blinded by obsessive hatred towards Israel.” Israel has previously rejected accusations of genocide in Gaza. The ongoing conflict in Gaza has killed nearly 63,000 people, according to the Gaza Health Ministry, while a global hunger monitor reports that parts of the region are suffering from famine. The Geneva-based OHCHR, established in 1993, is tasked with promoting and protecting human rights worldwide. The appeal to Turk, an Austrian lawyer with decades of UN experience, was supported by around a quarter of his 2,000 global staff. Some rights groups, including Amnesty International, have already accused Israel of committing genocide, and independent UN expert Francesca Albanese has used the term, but the UN itself has not. UN officials have said that determining genocide is ultimately the responsibility of international courts. In 2023, South Africa filed a genocide case against Israel’s actions in Gaza at the International Court of Justice, but the case has not yet been heard on its merits, a process that can take years. “The situation in Gaza has shaken us all to our core,” said OHCHR spokesperson Ravina Shamdasani, referring to the difficult circumstances faced by the office as it documents facts and raises the alarm. “There have been and will continue to be discussions internally on how to move forward,” she added.
