Add the vegetable oil and milk, then whisk again until smooth. In a separate bowl, sift together the sweet rice flour, cocoa powder, and baking powder. Mix the dry ingredients until even. Slowly add the dry mixture into the wet mixture. Stir using a folding motion or a gentle "Z" pattern until the batter is smooth and without lumps. Line a 6 inch round cake pan with parchment paper. Pour in half of the batter. Add the dark chocolate pieces to the center as a filling, then pour the remaining batter on top to cover. Sprinkle chocolate chips on the surface.
